Biography

Ms. Groh has more than 35 years of extensive experience in managing information technology and financial resources in both the federal and private industry sectors. Ms. Groh currently serves as Vice President, Strategic Planning and Transformation at TEACH Group, LLC.

Ms. Groh’s background includes senior-level management positions at D. G. Consulting, Inc., as President/Founder; Digital Management, Inc., as Vice President for Strategic Planning and Transformation; and Market Access International, Inc. serving as Vice President. 

In these industry positions, Ms. Groh supported over 50 plus federal departments and agencies in the areas of IT Strategic Planning, Portfolio Management, Business Process Reengineering, IT Governance, e-Gov., best practices and benchmarking studies, Data Management, Enterprise Architecture, Acquisition Strategies, Workload Analyses, Technology and Program Reviews.

Ms. Groh , a recognized expert in Clinger –Cohen’s IT Portfolio and Capital Planning and financial analysis to ensure OMB approval and IT funding of budgets ranging from $250 Million to $2.5 Billion, provided “government-to-government” marketing strategies for DOT’s $65 million fee for service operation and designed, developed, and implemented a process system to collect OPM’s outstanding receivables – collected $7.5M.

Ms. Groh’s government experience includes 1) Senior Advisor to Nuclear Regulatory Commissions’ CIO responsible for strategic planning, development and implementation of a major organizational realignment focused on service delivery, led and implemented multi-year/multi-million IV and V of CIO services, cost analyses, delivery methods, cloud computing and customer interaction strategies. Ms. Groh was recognized for her exceptional dedication, initiative, and vision in leading a series of strategic and transformative service management activities for the Office of Information Services (OIS).  Under her leadership, these initiatives were instrumental in realigning OIS, strengthening the Office’s focus on its business partners and their missions, and building more collaborative and effective business relationships within the Agency.

Ms. Groh also served in a variety of senior level positions at the Department of Agriculture in both the area of IT and Finance (Accounting/Auditing).  Ms. Groh was the Deputy Project Manager for LAN/WAN/Voice as part of the large Service Center Consolidation Project across three agencies within USDA.   Significant savings and economies of scale were recognized by this massive consolidation, downsizing, and reengineering of common processes.  Ms. Groh was instrumental in the integration of voice and data communications in over 2,500 field offices nationwide across all 50 States, Guam, Puerto Rico, Hawaii, and the Virgin Islands – supporting over 40,000 employees/customers.  Under her leadership, she managed all aspects of the project, acquisitions, contractual obligations, and over 150 prime contractors/subcontractors for the $250 million effort.  Ms. Groh was also was instrumental in creating a Center of Excellence at Rural Development for IT supporting over 15,000 employees which is still in operation today.  Additional Government experience includes working at the Environmental Protection Agency, Office of Personnel Management, Army Corps of Engineers, Department of Commerce, and U. S. Air Force where she began her federal career.

Ms. Groh attended Southwestern Illinois University, Park College, and University of Missouri in her studies for Business Administration.
